Mulvaney, Mnuchin Divided On ‘Clean’ Debt Ceiling Increase

A recent interview by the New York Times suggests Treasury Secretary Steven Mnuchin and Budget Director Mick Mulvaney are divided on the issue of whether the administration should push for a ‘clean’ debt ceiling increase or attach preconditions to it. Mulvaney told the Times that, “Steven is on record in his hearings last week that his preference is to see the debt ceiling raise clean…I think I’ve made it clear that my preference would be to add some spending reforms to it.” Asked what types of reforms he would seek to add, Mulvaney mentioned “changing the Budget Act of 1974” and pushing for “good governance”, noting that he has a four page document on his desk detailing some of the options the White House could pursue. Libertarian Budget Director Mick Mulvaney Rising Star In Trump Administration

Budget Director Mick Mulvaney is “on the rise” within the White House, according to a report by Politico on Tuesday. “When thinking about up and comers in the administration, think less about Gary Cohn, a New York City Democrat, and more about Mulvaney.” Recent reports that Gary Cohn, the former President of Goldman Sachs, was gaining clout in the White House, concerned many conservatives. Cohn, who is close to Trump’s son-in-law Jared Kushner, has had a tenuous relationship with former Breitbart chairman Steve Bannon, who is rumored to have been sidelined in recent weeks. Cohn is widely regarded as a centrist establishment figure, while Bannon is seen as more in line with Trump’s grassroots base. If Bannon’s stature continues to fade, Mulvaney could provide an important anti-establishment counterweight to Cohn within Trump’s inner circle, especially given Cohn is now reportedly pushing policies such as a carbon tax and revenue neutral tax reform that are in direct contradiction to the will of the Republican electorate, and the administration is already said to have scrapped the Trump campaign tax plan. Rand Paul’s tweet on Sunday afternoon following a golf outing with the President, indicating that serious health care reform is right around the corner. “I had a great time today with [President Trump] and believe we are getting closer to an agreement on health care,” Sen.
